Open to individuals (or teams of up to 4 members, all of whom must independently meet the eligibility criteria) who, at time of entry, are legal residents of the 50 U.S. states or D.C., ages 14-25, and are either: (a) high school juniors or seniors who will complete graduation requirements by July 2026 or 2027 and intend to attend an accredited U.S. college, university, trade school, or vocational program starting fall 2026 or 2027; or (b) students currently attending an accredited U.S. college, university, trade school, or vocational training program. Entrants create a short anti-distracted-driving PSA (a 10- or 25-second video, a horizontal billboard design, or a 20-second radio spot) and submit it directly online; no fee, membership, or third-party nomination is required. Entries are judged by a panel (Project Yellow Light, Ad Council, Clear Channel Outdoor, Elephant Insurance, iHeartRadio, Martin Agency, AAF, NHTSA, PIX11, and outside experts) against six equally-weighted creative/persuasive-quality criteria (Official Rules §6); ties are broken by an additional judge. 'NO PURCHASE NECESSARY' language in the rules is standard contest boilerplate — selection is judged on the stated criteria, not a random drawing.
